Brief About Dam Safety Organisation Circle (DSO), Nashik


In Maharashtra, a total of 2059 large dams of various types (concrete, masonry and Earthen dams  etc.) have been constructed and completed. The dams under construction are 283 with a total of 2342 dams. Important villages and towns are situated along the banks of these rivers. On the downstream of these dams having different storage capacity. Therefore, in order to ensure the safety of the big dams in Maharashtra state, appropriate measures are taken by the Government.  To avoid the possibility of loss of life and property on the downstream dam. The office of Dam Observatory, Nasik was established on 10.9.1980. In view of the increasing scope of work, in March 1985, the dam observatory was renamed as a Dam Safety Organization  as a circle with these divisions come into existence. (Government decision dated 14.3.1985) and from 1.1.2003 a division for canal and canal structure inspection established. For safety point of view dams and canals  are inspected by dam safety organization as per annual program approved by the Chief Engineer, After inspection, The deficiencies  are reported to the field authorities on the basis of inspections (Pre-monsoon and Post monsoon) by field  officers A consolidated dam  health status report is prepared for the  region and state of Maharashtra as whole.

Objectives and structure of Dam Safety Organization

  • The primary responsibility of dam safety is with the regional authorities. The organization controls/ monitors whether it is carried out properly or not. In this regard, the following important functions come under jurisdiction of Dam Safety Organization.
    • Preparing health  status report  of Class - I & II dams every year.  The Report  based on  Pre- monsoon and post-monsoon inspection  by field officers .   The compiled copy of health status report of Class - I & Class II dam is  submitted to the Government /  Central Water Commission and the concerned Chief Engineer.  The test  inspections  also done by the Dam Safety Organization and incorporated in HSR.
    • To prepare and published annual instrumentation data analysis report.
    • As per National Committee on Dam safety guidelines Record of NCDS documents  is  done.
    • Prepare and update National Register Large Dams. (NRLD)
    • Prepare and circulate update questionnaire / Check list for Dam Inspection.
    • Prepare and update dam safety manual as a guide to the filed officers.
    • Coordination with the Directorate of Dam Safety, New Delhi, ICOLD and Central Water Commission &  to update the field officers.
    • Conduct training programs on Dam Safety  Maharashtra  Engineering Training  Academy  (META). to filed officers.
    • On Consultancy Basis Private and semi government Dams are inspected form safety point of view.
    • To compile information about important dam safety related incidents on dams in the state.
    • To persuade for 10 year review of old dams by regional Chief Engineer as per GR DSO/1095/70/IM(Works) dt 16.11.1995
    • Drafting of Dam safety Bill and drafting of Flood Plain Zoning.  As appropriate to Maharashtra.
    • Regular inspection of the canals and selected Canal structures every year.
    • Prepare consolidated canal Health status report by inspecting canal   and canal Structures.
    • Preparation of canals safety Manual.
    • Inspection  reports  received  form filed officers are scrutinized in Dam. Safety  Organization and Monitoring of deficiencies observed during inspections  and  action taken report is compiled by Dam Safety Organization
    • Correspondence regarding the Right to Information.
    • Circle office's travel allowances/overtime allowances, medical   payments etc.
    • Works to be carried out under the Dam Rehabilitation and  Improvement Project  (DRIP II & III). are monitor through SPMU
  • Test Inspection of large dams

    Regarding the inspection of dams every year by this organization, the criteria is in circular no. DSO / (180/14) 2014, as per dated 04/6/2014. Generally 10% Dams (Class-I and Class-II) are examined. This   inspection examines the deficiencies previously observed.   Also, if a dam is in danger, a special inspection is carried out. The observed deficiencies  are reported to all concerned regional authorities. All   dams belongs to  private institution are inspected  on a  consultancy basis.

  • Action  taken  report on deficiencies  Removed

    The Dam Safety Organization recommends remedies for deficiencies reported during inspection of dams. As per the Central Water Commission the categorization of deficiencies are as follows.

    Category-I        (Dam with major deficiencies, which may lead to failure).
    Category-II       (Dams with rectifiable deficiencies need immediate attention).
    Category-III      (dams having minor or nil deficiencies)

    This health status report containing above deficiencies along with remedial measures is circuited to all concerned Regional Officers for Compliance.

  • Dam Instrumentation
    • Instrumentation Research division, Nashik carry out installation, repair and maintenance of various instruments in masonry and Earthen dams.   
    • In addition, it manufactures instruments, surveying and repairing mathematical equipment.
    • Different Works of Member Secretary Technical Specifications Committee.
    • Instrument status Report is prepared

      This cell takes care of this dam safety Instrument in three fold program;

      • Procurement of dam safety instruments, Lab equipment through  Technical specification committee.
      • Installation of Dam Safety Instruments.
      • Pre Monsoon and Post Monsoon Inspection of Dam Safety  Instruments
    • Instrument manufacturing Cell

    • Seismic Instrumentation Cell

      Dam Safety Organization works as a Nodal Agency for Seismic Activity in  Maharashtra State

      • Installation of seismic instruments ( Seismographs  and Accelerographs ) in  the vicinity of major Government  and Private  dams .
      • Inspection, Monitoring and maintaining 35 Seismological observatories and 13 Accelerographs  installed in Maharashtra State.
      • Daily Maintenance Nashik Seismic observatory and  Reporting of  Daily Seismic Record in Nashik Seismic observatory.
      • Training regarding the handling of seismic instrument and providing guidance to various Government officers from the Dam site, newly recruited Government officers. Sharing seismic instruments information with the students from various institute, college and School.         
      • Representing Dam Safety Organization as a Nodal Agency in various conferences.
    • Seismic Data Analysis Cell

      Dam Safety Organization works as a Nodal Agency for Seismic Activity in  Maharashtra State

      • Collection, Preserve  and Analysis of Seismic Data of  35 Seismological observatories  and 13 Accelerographs  installed in Maharashtra State.
      • Daily Seismic Data Analysis  of  Nashik seismic observatory.
      • Publishing and Distributing the quarterly seismic bulletin , Bi-yearly technical report (Seismicity In Maharashtra) and    Civil (Stapatya) magazine.
      • Seismic information  send to Hon. Collector , Control Room (disaster) Mantralaya Mumbai and Hon. Secretary WRD and  Hon. Secretary Disaster management  and Rehabilitation .
      • Seismic information  is also send to IMD, NGRI , BARC, CWARS and similar other seismic organizations for further study and exchange the seismic data.
      • Repressing dam safety Organization  as a Nodal Agency in various  Conformance like  KTSC  and other


    Ease of information and work schedule

    • Annual planning for dam inspection is from  I st April to 31 March and dam inspection is  conducted as per the approved annual program
    • After receiving  the pre and post- Mansoon  dam inspection report of all the dams in  Maharashtra, its consolidated dam health status report is  published in March every year. Copy submitted to CWC, Secretary, Water Resources, Mantralaya, Mumbai. The  regional dam health status  report  is  submitted to the concerned  Regional  Chief  Engineer
