Eligibility & Criteria

 Brief on Eligibility & Criteria for HDUG Membership

HDUG Membership:
The membership of the Hydrological Data User Group (HDUG) will be determined by the Government of Maharashtra. The members will be drawn from users of three distinct categories as listed below.

Category-I
Government Institutions

Apex level government institutions vested with responsibilities such as:

  • Macro level water resource assessment
  • Planning and policy development
  • Legislation
  • Water use tariff determination
  • Regulation and enforcement etc.

 

Second tier institutions (state, municipal or local bodies) involved with the development and delivery, use functions such as:

  • Drinking water supply
  • Irrigation command
  • Hydro power
  • Navigation
  • Shipping and recreation
  • Large-scale industrial water supply.
  • Effluent management etc.

 

Category-II
Voluntary Organisations

Institutions or organization representing users of various groups such as Farmers association :

  • Water users association
  • Industrial association
  • NGOs etc.

 

Category-III
Other Organisations

Other establishment such as:

  • All professional bodies
  • Universities
  • Associations

 

Individuals engaged with responsibilities of

  • Operational
  • Research
  • Development
  • Consulting

 

Criteria for taking HDUG Membership For Voluntary and Other Organsations:
Voluntary Orgnisations

The voluntary organization intending to obtain Hydrological Data User Group (HDUG) membership must:

  • Be a registered NGO or Trust, under Societies Act
    • Public Trust Act or
    • IT Act.

 

  • Have an operational base in the state.
  • Should have the creditability of working for a larger public cause, preferably in:
    • Water sector
    • Agriculture sector, and / or
    • Other related sectors.

 

  • Submit a copy of its Memorandum of Association along with letter expressing the intent to become an HDUG member, duly signed by the Chief Operating Officer;
    • President
    • Chairman
    • General Secretary

Nominate two individuals (one main and the other alternate) w ho w ill normally represent the organization in the HDUG meeting. These two individuals must be the whole time employees of the organization or at least must have long term interest in the affairs of the organization.

  • Be willing to contribute a specific task group members, in case nominated.

In case of large number of organizations showing interest in obtaining HDUG membership, the member secretary has the right to select members on priority based on his/her judgment.

Other Orgnisations

Establishments under this category intending to obtain HDUG membership must

  • Be
    • A registered private limited
    • A public limited company
    • A business establishment
    • An academic institution
    • R & D establishment or
    • A consulting organization

 

  • Have an operational base either as an independent setup in the state or as a part of the all India network of operations
    • Manufacturing
    • Delivery of products and services.
    • R & D activities etc.
    • The interested establishment is entitled to obtain dual membership, at the state and national level, if such a need arises

 

  • Submit a copy of its Article of Association along with letter expressing the intent to become an HDUG member, duly signed by the Chief Operating Officer
    • Managing Director
    • Chief Executive
    • General Manager       

Nominate two individuals (one main and the other alternate) w ho w ill normally represent the organization in the HDUG meeting. These two individuals must be the whole time employees of the organization or at least must have long term interest in the affairs of the organization.

  • Be willing to contribute a specific task group members, in case nominated.

In case of large number of organizations show ing interest in obtaining HDUG membership, the member secretary has the right to select members on priority based on his/her judgment.

 

Loss Membership:

The organization will lose its membership if:           

  • It fails to be present in two consecutive General Body meetings.
  • It fails to take on the responsibility as specific task ofgroup members, if and when nominated, unless adequately justified.
